djbadboys38 issue has been resolved the problem was his region language and language local needs to be set to english.

it's in control panel, open control panel and search "region" and under the tabs Location -> united states, and under Administration -> Change system locale -> English (united states)

I have same sh*t and I can't change my windows turkish to english so I'm going to format my pc and set up windows10 x64 english version trying I hope workss
