pretty much, you just need the 175client.rar, the file 2008.rar has the vm. its funny how much time we lost tbh, i tried downloading it since sunday but had a few bsods.

its recommended its be on D drive
however you still can change the drive at the config if you want

Yes it can be used on localhost or in any local network (Computer on the same network without internet access).
