Which emu has the most quests for vanilla wow

I'm planning to play wow vanilla with my friend, seeing how TBC is new and emus for it are not fine-tuned yet.

For original world of warcraft, which emu offer mroe in-game contents, such as quests, monsters with correct loot table, functional spells and talents?
