I want to host my own private server (cataclysm 4.0.6)

I wanna try, but i don't know what to do.
Would you explain to me how to create a Pserver please? What do i need to download? And do i need to pay to make it public? A friend of mine made it public and he didnt pay.
Or just give me a link of a tutorial :> please.
