At the moment yes, because I use Battle Eye for anti cheat. You can try without and see what happens, it might work!

and I have Steam Installed and its Running..

So how do i use this for Non Steam?

At the moment yeah, non steam has a few issues, people are promoting themselves as admin with client side scripts.
