I would dare hazard a guess that it might be a Line Repeater. it boosts the signal of data traveling through the cables so they can travel longer distances.
Complete guess though, haven't had to deal with anything like that, before!

i have these strange looking devices latched onto ever powerpole in my street ever since i seen them ive wondered what they do or what they are for. i have an inkling it has something to do with the phone line, maybe do to with noise on the line. i'll post a photo. it could be an ADSL Loop extender although it doesnt look like one.

Where do you live? It really depends on your area. They're installing similar looking boxes around the greater areas for Bells fiber network.
Could be a repeater. We have a lot of similar looking things on poles out here because we're so far out in the country, but they don't look quite like that.
yeah it's most likely a repeater or a loop extender, i live regional Queensland.
