Putting gif's into a jpg

Ok i want to drag a sprite.gif into my picture and it wont work

Go to image (in the top bar) > mode > then click RGB color.

if drag and drop doesnt work resort to select all > copy > paste into picture ?

then he is saying the .gif animation wont run when he puts it in his picture, lets say he wants to have an image or text, then he wants he wants his .gif to run while its in the picture
