It certainly has the shape of a dragon, but no, it does not quite look like a dragon. Feet, neck are too gross, tail is too ... weird, and over-all, the whole topology is a mess.

I agree. You could make the wings look a little less...demented. BUT, the shape of the dragon does look quite good.
