V is set equal to QUANTITY.

if V is less than or equal to 500, then V now = 13.3

if V is less than or equal to 750, then V now = 19

if V is less than or equal to 1000, then V now = 23.75

if V is less than or equal to 2000, then V now = 32.3

anything else and V is now = to 34 + roundedToNextHighestValue((v-2000) / 1000) * 8

After setting V, return it to be used later.
