Animation to avatar

Hello, I would like to ask, if someone can add simple animation (I think it's called glitch effect) to my current avatar. I have also PNG format (logo without background). Thank you.

For someone who is working every day with this things : I am just programmer, I don't know how to work with after effects or flash so... Thanks.

Here you go, forgot I need to bring it into Photoshop in order to prioritize frames and reload length. Down 500% in size to 154KB.
