is it a website? if not, I dont see how its hard to make a design like that. Its pretty basic

I know this design is pretty easy but that guy just dont have enough skills to make it...

Well you wont find out who made it, since the CSS is clean and everything else is. If you really think he couldn't have made it then just leave it at that. If he wants to lie about his life then let him and not lose any sleep over it.

The stylesheet is clean and none has left credits on it, can't help you sorry.

Looks like a rip from Themeforest vCard templates. But it has problems and bugs so maybe he made it after all. Like pages expand all the way to the bottom even though it's all empty.
