[Request] TuT on how to edit a .DDS file on Windows 8

Been looking around and there is so many ways to edit them, but alot of them such as NVIDIA's photoshop DDS package, do not work on Windows 8. Was wondering if anyone could either push me in the right direction, or even post a tutorial for others having this issue.

Download Paint Dot Net - you can edit DDS files with that.
