AccountDB failed and AccountODBC failed

I'm trying to make rf private server, but I'm stuck in this two errors, first is AccountODBC failed and when i run it using administrator the error connecting AccountDB failed. I followed this tutorial http://forum.ragezone.com/f480/guide-rf-v2-2-3-a-803273/ and used this server file http://forum.ragezone.com/f479/share-episode-2-2-3rd-912886/. I double and triple check my ini and odbc but still cant run the server. When I make the ODBC it is working and the test is successful. I also try using this one click setup from http://forum.ragezone.com/f478/developement-click-server-setup-989712/ but still have same error. Im using windows 8 64bit, 8gb of ram, intel i5, sql server 2008 r2, I also remove the UAC but still same error. Can someone help me? and im using laptop, does it matter if my connection if from a wifi? thanks

NOTE: I also watch lots of tutorial and read lots of thread according to this error but all of those are not working in my part. Thanks again.
