Error Character Save Point and Spawning

I trying to create rf offline in my pc from my old files, last time i save it its spawn normally.
now i re build it and found this error and forget what change i made before it.

everytime i login after logout or exit game this is what happen. even i save my position or binding location on NPC its still like this.

Please if anyone know why this happen and how to fix it help me.

ODBC use sql server, not native, that is what i remember
