[HELP]Having problem on servers acess. ERROR 183

Hello.
I'm trying to have connect into a rf online server and i'm having this issue "Due to the number of maximum user limit reached or network problem,it is impossible to connect to the server.Code: 183 " .
I would like to know how I can fix this issue.
I have read some posts about this issue and this error was found while trying to open servers for global acess, so is it a error in the server configuration? probably my ip can't have acess on it?

i tried changing the game files but never tried to change the database
