Seems like a visual c++ error. Try installing all of these:

especially 2012 seems to be which one it most likely has a error with.

If not contact the developer or recompile the program and make sure there is no errors.

when i have such errors with programs for mu to run
i install windows updates (or manualy visual redistrutables c++ 2005/2008/2010/2012 etc etc
or just simply change dataserver of the same version.
