[Help] Where is set each skill's attack speed?

As far as I can see, each skill have its own attack speed multiplier. In the files I'm actually working on the skill twisting slash attacks in a far more speed than death stab for example.

As I don't find any configuration to set this, does anyone already ran into this? Is it hard-coded in the client?
