i put the patches into 1.rar
u extract the server files update and then re-configure ur files, make sure u back ur old configs/files for settings that u need and save them.
then there is client folder for client side patch, u do same.

I configured on the server file to level up to 1000. and upgraded the DB on the character to level 800. But when I log on the client only shows level 400 on that character. So I think the problem is that the client side has limited the maximum level to 400.

I think the reverse of the main is needed here, look for this value in the ida to set a break and run it in debug. Or the same actions only in the visual studio when the client is launched, select debug -> attach in the menu and search the same
