Hi dude, maybe You are wrong, The xampp must be 5.6, because MorpheusWeb 3.3 just works with PHP 5.6

Just copy MuServer/Data/item.txt and paste on /MorpheusMuWeb/resources/files/, that's all.

Use the Xampp 5.6, or in your Web Hosting use the PHP 5.6 versión, by the way, It's nulled, so You don't need to decrypt.
