Exactly this. For an online game, you can sniff packets and with experience and little trial/error, understand how the server is handling them to create an emulator. When the game is offline, your only bet is to reverse the client and find out how the client is preparing each packet and it's really annoying to work with asm/psuedo code assemblers are generating.
