KalOnline060523 Problem with starting ;D

Hi,
i just wanted to set up my own private server, just for me, and uhm. i downloaded the old kal client and tried to start it with a .bat:

start engine /load /config debug test test2

or:
start engine /load /config debug

but it doesnt work... -> There's a function of anti hacking.
In a clean kalonline!
I tried it on my win7 computer, but also on my old xp notebook...
Normal kals are running properly.
Can you tell me where this comes from? i tried the search but didnt find sth in google, only the same error, but no answers for it

it shouldnt be the clients fault if its completely new. Run the bat as administrator .?
