When I asked lafreak he told me they used the NWK files (at least serverside) so I'd say it's NWK ...
Afaik they even use kealys cry source for it. The only difference might be that they don't use the PEK system but rather just load the files like int does. But that's not a big difference tbh .

we only used nwk's base (add-ons). didnt used nwk's server side.
