In fact he can share this without source because it's reshared as Phoenixal said but he has to ask for permission to reshare.

Nope, it was determined to be an illegal release because there was no source code.
Just because its a Reshare means nothing.

According to your theory I am allowed to reshare WinXP Corp SP2 here?
