rSec = framework running on the server. It checks the packets and can analyse the speed, attack, and many more. Its an anti-cheat tool which protect you 99% of all ingame cheats.
About the cost i dont know since he announcend on his forum that he sold the Source so it isnt his anymore. So dont pm him about rSec ;)
