I use cloudatcost for some of my hostings.
There are a few options and costings but they have specials,
They have full dedis for $99 a month but they have 1 off VM ones for less.
I picked up their top one 80gb SSD 8gig ram, 8 core cpu for $112 USD one off cost (on special down from $1200 usd),
they have public ip addresses and you can configure how you want through the user control panel.
Ie i can split mine up into 8 machines if I wanted, with own choice of OS from a list,
Server 2008r2, server 2012 r2 and a few linux variants as the options.
Gigabit network connection and on my speed tests I was getting about 70 - 90mb down and about 35-50mb upload.
Located in Canada so fairly centralised.
Good thing with the user control panel (web based) is you can blow away the machine and redistribute accordingly.
