CTF no flags

Flags and "capture" splash animation don't appear in capture the flag mode.

I've already checked channelrule.xml, worlditem.xml, and gametypecfg.xml; it all looks fine. It was working, so I don't think it's the source.

Thoughts?

Bump.

I managed to get the "capture the flag" animation to show, but still no flags. Spawn.xml in map looks fine, too.
