Yes the dummy name should be eq_wd_rifle if you want to make different rifle animations.
Also be sure to link the weapon dummy to the hands.

The dummy shouldnt be an actual 3ds max dummy object.

I think the edition does not have as per 3ds max because it does not matter .ani

There is no way to import .ani files, no script or plugin is publicly available at any rate.
