Making a private server nowadays

Can somebody upload or point me in the direction to download all the files needed to create a private (test) server nowadays? I say nowadays because all of the links I found off Google and here are broken and old and don't work. Would be greatly appreciated, thanks ahead of time.

Just FYI, I'm not looking to make a server, just need a server to test maps on so if someone could point me in the direction of at least setting up a debug client that would be greatly appreciated. I'll throw some rep your way.

Download: Phoenix 1.5 client + momar map tut, getting GMD.exe
- GMD.exe
- Phoenix Client 1.5 ( whatever which client just commented this one )
