EXP reward differences between Quest srv-side and Ingame. Why?

I wonder why there is EXP reward differences between Quest srv-side and Ingame. Why?

Edit1: Higher level = lower exp... hm....how to avoid it?

i think its different level. Required level 62 minimum to finish quest what level you finished quest?

Higher level = lower exp is normal in every single game i have ever played online that involves exp.

If your higher level then the monsters your killing you should always be getting less exp.

But since this is related to a quest reward idk why that should matter.
