I really dont know if this has been posted yet, but i suppose there can never be too man answers :).

Getting a NPC to spawn isnt hard, and if thats what your looking for, puppi has created an awsome guide which can be found here. http://forum.ragezone.com/f316/guide-how-make-your-own-npcs-174818/

Now for rotating them.

To get the X, Y Coordinates for the Direction is simple.

Stand your character where you want your NPC to Look.

After you are standing where you want your NPC to look.

Type /coordinates to view the coordinates.

Take the First 2 Number Sets from that Coordinate and Place them in the (dir ) tag of your NPC.

I've attached an image below To Try to explain a bit what im saying.

im not very sure about the side axis but i had Y and W modified :)
all rotation values have to be <1 , else the model gets messed up.

Re: [Guide] Rotating NPC's

oh damm first you go to the place where you want your NPC write /set frame, write now the first third cordinates down (thats your npc), after that go to the place where you want the NPC to looking to, write the first 2 coordinates down (they are the "dir") realy easy
