Error starting Arcturus

I get this error when I start, can anyone help me? I've tried everything. :*:

Have you tried 0.0.0.0 instead of 130.211.219.139? The IP "0.0.0.0" will listen on all available IP addresses.

I've edited the external_variables and client, I disabled firewall and opened ports on Google Cloud, and now I get this, can you give me a hand too?
