How do I jailbreak my iPod 4th generation iOS 6.1.3

You can only downgrade certain devices [I think]. Try using Google for your answer, or search / ask on forums specifically for jailbreaking.

The correct answer is currently no, downgrades aren't possible on 'current' devices and there is no supported jailbreak.

You can jailbreak 6.1.3 but its tethered meaning you cant turn off your device or youll lose jailbreak
