Regarding V-Sync on latency

Does V-Sync affect the ping you get from online games? Specifically Dota 2 or generally any other online games which has V-Sync listed as an option to be enabled or disabled on the game.

No...it might cause some frame rate lag...but no ping lag....V-Sync just syncs the frames up so there is no graphic screen tearing.

What does it mean to stress my GPU? Does it take more electricity or does it affect my laptop technically?

It causes more computations in your GPU...imagine that it allows the GPU to see into the future of your game...it looks for any screen tearing and fixes it before its displayed to you...that way you never see them.
