Ok, I found a bug. If you use the automatic remote.ini writer in the server manager, the database manager won't work. You need to create your own remote.ini.
Template, replace as needed. (note that database requires a \ and location DOES NOT:

remotedatabase="Z:\debbo\database\"
remotelocation="Z:\debbo"
remotedrive="Z:\"
