I haven't seen any tools that do this in a batch-style, so I made one myself.
This tiny application will change the money-to-item drop ratio for your server.

To use:
1. Place DropRateChanger.exe in a new folder and copy your ItemGroup.txt file there
2. Run DropRateChanger.exe
3. If you placed ItemGroup.txt in the folder, it will then prompt you whether you want to multiply (increase) or divide (decrease) the money-to-drop ratio
4. Select the division/multiplication factor (can be decimal)
5. Read any warnings displayed
6. Review the changes in newItemGroup.txt
7. If you like the results, delete ItemGroup.txt and rename newItemGroup.txt to ItemGroup.txt and place it in your server's config directory.

BE SURE TO BACK UP YOUR FILES!
This is an experimental/buggy tool, hence in the development forum and not the release forum.

IMPORTANT NOTE:
Despite the name, this is NOT a drop RATE changer, it's a drop RATIO changer, which means it changes the chance of a drop being either an item or a bag of geons. It doesn't affect what drops, or how much money is in the geon drops (although I could make a tool to do that too just as easy)

No, it changes the drop ratio of money-to-items
so, if an item group dropped money 99% of the time, and items 1% of the time, this changes that ratio.
if you wanted to change it to drop money 75% of the time, run in divide mode and type in a factor of 1.3
The math it a little awkward to get used to, but its just a tool I used on my server to fix some major droprate issues and thought I'd share it.

No, snoob, I just couldn't get my head around your description of your application. And I am perfectly capable of writting an application who can change the amount of money beeing droped.

Here's the drop RATE changer, used in combination with the drop ration changer, this can change the droprate of almost any config. It does it in a pretty bad and sloppy way, but if used correctly, it works just fine.

Here they are fixed.
They were previously compiled in debug mode, so they wouldn't work on other computers. These has been compiled in release mode, so they should work.

Just a heads up, this was an internal tool used to experiment with droprates, etc, so it has a potential to screw up your droprates significantly. Use with caution and remember to back up.
