Actually, Binding Fail has nothing to do with the operating System. It has however, gets a conflict on Windows Messaging (win32/msgr32 ...etc). If you install Windows 11 Tiny Edition, it has no "Binding Fail" because the messaging service is not automatically installed. On other like Windows Server 2008, 2012, 2016, 2020... 64bit, just disable the messaging service in the group policy and its no "Binding Fail" that's what I have tested so far. To further validate this, I installed a Virtual Machine running different kinds of Windows Operating System to have a full comparison. Thanks To Eliana for this information. Also, another way for me to see the "Binding Fail" check, is to debug the MSGSRV.EXE. Put a Breaks and check the CMP, EDI and Push. Hope this helps.
