    It's easy,

    1. Create a folder on the desktop. Call it, "GTA San Andreas".
    2. Go to 'My Computer' and find the disc you inserted. Click on it.
    3. Copy all the files from the san andreas disc, and paste them into the folder you've created on the desktop.
    4. Open IMG tool, and click 'open an .img' find the folder from the desktop and go to Models > gta3.img
    5. Mod whatever you want, then save the .img & drag it back onto the disc.

    Hope it works.

If not, you can always try GTASA Mod Installer. Just locate the San Andreas Directory folder and the mods you've installed.
