I know what your problem is
Just go to your GTA Folder where you install it. And be sure your "GTA SAN ANDREAS.exe" looks like this >>> gta_sa.exe and i'm sure 101% it will be clickable. )

There is one problem when i hosted a server the server became visible to me and when i send my server ip that is my router ip he said he cannot see and even if he did he said the server didnt respond
