Is 1.5 GB RAM VPS enough to host a V111 Server with like 20 players and a normal website ?

It may be enough, depending on all of the specs. Provide them and I'll be able to give you a detailed answer.

But, yes, it should host fine, but you always want to have more than you actually need just in case your server grows.

1GB - 1.5GB is hardly a large investment. It shouldn't cost more than $15 per month

I didn't mean that you should buy a poop load more, just a little extra. 1.5GB is not that much.

I've brought a 2GB Ram VPS before , its costs $55 SGD ( MochaHost ) and it doesn't lag when in game . I was thinking $55 SGD per month is abit too much for a newbie server to take care of soo I was hoping that 1.5GB RAM will not lag too .
