OdinTeh originally had the packet you posted, and DrFusion's CelestialMS source had the command, then later I posted the portal script patch to FlowsionMS which made the packet more 'complete'.

And yeah, it goes above your own head only. They use it at the very beginning of the game--hence 'hint'
