Are you using some kind of custom client?
It seems that you are lacking ExtractDataList.ini or it's corrupted, tbh this is first time when i see client bragging around about this file, it's not one of default cabal client files.
You can unpack your xdata.enc file, remove ExtractDataList.ini from the list, and pack it again.
