newby question

so i`m very newby about enc files encrypting or decrypting them but i want to learn.
I had already search on forum for 40 min but i cant find a good tutorial about encrypt or decrypt .
I repeat i`m very noob can anyone help me :d

Here just drag and drop to the exe an enc to decrypt it and drag the decrypted text file to encrypt it again. cozip.rar
