First of all, thank you so much for sharing.I have encountered some bugs in using it.Regarding the quest dialogue, some text contents are displayed as errors.For example, the level 1 mission "quest00001" Bloody Ice Introduction.
The NPC Henkoff dialogue is wrong.
Please instruct me how to solve the problem.

First of all I would like to say I that I am newbie, but I just want to share easy way to open cabal server. I may not be able to help you if you encounter problem that I never see.

Instruction
1. Install Vmware player
2. unzip repack click on "CentOS 7 64-bit.vmx"
3. select "I move it"
4. login with username: root, password: Ragezone
5. type "ip a" if you havn't use vmware before ip should be "192.168.23.128"
6. type "cabal_start" all server should start
7. Go to client folder "Data\Language\English" replace language.enc
8. Do as in picture "# Prevent Closures and Crashes.png" to prevent client auto close
9. I have create account for you username: rage password: zone sub-pass:1234
10. enjoy

Do the cabal server command such as cabal_config work on this version?I.E. easy way for us to change the IP to our local machine as it will not always be the one mentioned in the post?

for CentOS 7 this

cabal_start - starts services
cabal_stop - stops services
cabal_status - checks services
Cabal_config

cabal_reload - reloads services on live server
cabal_restart - restarts services
cabal_restart -d - restarts services and deletes all logs*

Any idea why the GM Tool (TDChien) would have difficulty connecting? My server is up and running (am able to go into game, etc.) but I cannot connect GM tools to server using sa and Ragezone1234 login. Says "Login failed for user sa"

if you have used Centos7 you must add or remove cabalmanger and cabalcash from gm tool

You mean like this? I am using the same CentOS back-up that OP provided in his back-up file.
I delete cabalmanager and cabal cash but same problem still.

Check your WorldSvr_01_16.ini IP or your WorldSvr for war channel IP and restart.
