Registration Failed!

I hate to be a noob but i get this problem when trying to register an account(Yes i tried fixing it)

i just used the one stealarcher had so its easier to make accs to test edits.I havent changed anything to it.but here it is anyway..(Had to change it to txt so i could upload it...)

i had to change it to txt...it wont let me upload a php.(im not that stupid)

Your second problem is It should be entitled index.php

Your 3rd thing to do is open it
hit ctrl + r ( or ctrl something for replace
Replace the current ip in there with the ip you see at

www.ipchicken.com

they told me to give them register page....I already put my ip in the index page
