Hi,
Well, Gimp is free and Photoshop is not, and many people seem to have problems with Photoshop so I decided to write a TuT.
What you need.

Further Note
Make sure, while saving your file after you're done editing, save it with compression mode BC2/DXT3.
You are done. Now you can open, view, edit, save, convert .dds files without needing Photoshop.

You must be registered to see links
- .DDS plugin for Gimp. -
You must be registered to see links
Instructions.
- Install Gimp.
- Unzip the .dds plugin. (dds.exe)
- Take dds.exe and place it in this folder C:\Program Files\GIMP-2.0\lib\gimp\2.0\plug-ins
- Do not run DDS.EXE
- Restart Gimp
