Public ... i cant connect,no one can...

[aLinux]

i changed to public and put my ip but i cant connect and none of my friends can connect
they can login but after you select the serve it keeps connecting again and again
i dont know what to do,same result goes for me
my settings are this
also my ports are open.. all of them and even if a friend of mine tryes to open the same server gets the same result on direct connect,and same firewall turned off
what can i do please ?

and if i change it to "127.0.0.1" then i can connect but only i can.. none of my friends can
