You need to configure the time corresponding to your server pc time.

yes it is 13,30 is 1:30pm in my server. just wondering why its not started?

Same as CW give the Start time atleast 30 mins for the announcement. so if you want it to start 1:30, All server files must be running before 1:29

edit: I could be wrong, maybe you just need to give it 5 mins to start.

Here is the fix in Friend list windows, replace the codes inside the cfg03.

This is a gui problem, not source related.
