You should try and play around with some of the released Ran Control Panel. Maybe you can come up to a more greater Template.

I just use a Simple Font ,

hmm already converted some part not yet done but you can add it easily;
i code it very friendly so you all can understand location and properties of element
I code it in one html page so you can easily track compare changes
edit modify to what ever you want to be;

i just have some suggestion ..

you can code it manually ..
I can code it , but i`m still making new designs before coding it .

you can use Dreamweaver for coding .
I`ll release another one which is coded .

i slice images and manage it via css..
dreamweaver is thesame with notepad++
nothing special..
whatever txt editor..
you told us anyone convert it to htm..
i convert it but not totally finish

rasterize every button in PSD..
make folder group more friendly..
your psd design is very complicated when it come to slicing
merge some layers, like navigation design, etc..
or
SLice it ,, then i take care for html or even php.
