You're using xampp?
try use xampp 1.6.7 and download ntwdblib.dll
stop apache then go to xampp folder > apache > bin replace the ntwdblib.dll then start apache
also make sure that sql connection is correct.

thank you sir but I'm hosting this through hostgator, what sql is compatible to use sir because I'm using sql server express 2008 and sql management 2008 is this right sir ?
