Server Lags Network

Hey guys, I have a question. When the server files are all started and no one is on the server, it lags the whole network even though it's the new fiber optic connection. I can't even play my laptop because its so lagged out. It wasn't like that until a couple weeks ago.

Any ideas whats wrong or even how to fix this? :?:

maybe you got a low ram?, you must have 2GB ram or more on your pc. even 2GB ram is barely enough to run the server.4GB is good enough to mess around.
